CARB appoints Hossein Mardi as Manager, Implementation Section

The California Air Resources Board (CARB) has named Moslem Hossein Mardi as Manager of the
Implementation Section.

In his new role, Hossein Mardi will manage the day-to-day activities of the section, provide direction and guidance to develop and implement consumer products regulations, and develop innovative strategies to reduce ground-level ozone formation, air toxics and greenhouse gases. Most immediately, he will lead and support the implementation of industry surveys of product formulations and sales, which will form the basis for updated emission inventories of consumer products and subsequent regulatory amendments.

Hossein Mardi began his career at CARB in 2018 with the Mobile Source Control Division, where he built a strong foundation in regulatory development and emission compliance. He has shown a profound understanding of the regulatory landscape and has effectively collaborated with stakeholders, air districts and the U.S. Environmental Protection Agency (EPA) on initiatives to reduce greenhouse gases, toxic pollutant emissions and criteria pollutant emissions from heavy-duty and off-road compression ignition engines. His expertise spans both on-road and off-road engine regulations, including heavy-duty trucks, tractor-trailers, marine vessels, and agricultural and construction equipment.

Additionally, Hossein Mardi has played a crucial role in developing key aspects of Tier 5 rulemaking, particularly in reducing emissions from off-road sources. He has significantly contributed to the creation of regulatory concepts and language for Tier 5 Selective Catalytic Reduction inducement, telematics solutions for off-road emissions data collection, and Particulate Matter Screening concepts for the off-road In-Use program. His collaborative efforts with Certification, Onboard Diagnostic and In-Use Compliance teams, as well as Industry representatives, environmental advocates and government officials, have been instrumental in advancing these initiatives.

Hossein Mardi studied material engineering at Sharif University of Technology in Tehran and pursued further studies in mechanical engineering at the University of California, Davis. Outside of work, he enjoys spending time with his family, playing volleyball, cooking and reading poetry.
