| The California Air Resources Board (CARB) is holding an initial webinar, on October 29, 2024 at 9:00 AM PDT, to discuss the category selection for the 2023 Consumer and Commercial Products Survey (2023 Survey). The 2023 Survey is set to launch in early December. At this webinar, CARB staff will discuss the approach and methodology for selecting categories included in the 2023 Survey. The proposed categories were selected to maximize coverage of categories contributing most to ozone formation. CARB staff selected these categories by not only focusing on VOC emissions, but VOC-equivalent emissions resulting from a reactivity-weighted inventory. Proposed category selection also focused on product categories using toxic chemicals.
CARB staff will conduct a second interactive webinar in early December, after comments on the category selection process and the proposed survey categories have been received and considered. At the December webinar, CARB will provide guidance and respond to questions on how to use the Consumer Products Reporting Tool (CPRT) and submit data to CARB. More details will be provided in another announcement closer to that date.
The updated CPRT and reporting process have been designed with confidentiality, ease of reporting, and efficiency in mind. The CPRT will help guide Responsible Parties through the reporting process. To expedite the reporting process, CARB will not require Responsible Parties to contact Formulators. Instead, CARB staff will contact Formulators on behalf of the Responsible Parties to obtain any necessary formulation data. All reported data will be treated as confidential.
CARB staff will post the link to the 2023 Survey documents, as well as the electronic reporting tool and survey instructions in early December. The posted materials will include information regarding who is subject to reporting and CARB’s authority to conduct the surveys. Background
CARB’s Consumer Products Program is a key part of overall efforts to reduce the amount of smog-forming volatile organic compounds, toxic air contaminants, and greenhouse gases that are emitted from the use of chemically formulated consumer products in California. CARB’s Consumer Products Regulations have resulted in reduced statewide emissions from consumer products by an estimated 50 percent since 1990, relative to uncontrolled levels. CARB’s 2023 Survey is an important step in collecting information on consumer products that are sold or supplied for use in California. The data collected from the 2023 Survey will support the statewide consumer product inventory, speciation profiles used in criteria pollutant modelling, future rulemakings, risk assessments, and development of air quality plans (i.e. State Implementation Plans).
